Cap Collector Question
Is having two ranks of Cap Collector equivalent to having two extra points of charisma for the purposes of selling (haven't tested buying)?

With 10 base Charisma and Cap Collector 2, I noticed no additional value in having 13 Charisma from clothing for the purpose of selling. Is that the case or is my test flawed somehow?

With the way charisma works, It's 3.50 - Charisma x0.15 or a total of 120% of the item's value at bare minimum minus the discounts the seller gives at 10 charisma

So that's 152% in total with both 10 charisma and both ranks, the two ranks of it aren't near the equivalent of 10 charisma.
1.20 = 1.2x or 120%
1.0 = 1.0x or 100%
0.5 = 0.5x or 50%
0.2 = 0.2x or 20%

So that means 3 charisma is worth the equivalent of the two ranks

Charisma does effect price to a maximum then it is irrelevant. You may take drugs to increase charisma, but again you hit the maximum exchange, The only way to increase the exchange rate above that is with flavoured mentants that give a 10% reduction in trade purcfhase costs and 10% to your sale price.

It's worth more CHR the less you have.

If you have a 1 charisma, and something actually costs 500 caps, you would only get 149 caps (149.25) when trying to sell it. With the perk, that jumps up to 197 caps, which is 39.4% of the price, which is between 6 and 7 CHR.

Follow-up question, since I've done more testing. For buying from some Diamond City vendors, I found no improvement in purchase prices when going above 12 Charisma. I don't have the Barter Bobblehead. Any ideas what that's about? To give some context, I'm trying to figure out what clothing to wear to get the best prices. For example, if I can wear clothing that has +1 END/+1 CHA instead of +2 CHA, that would be nice. Thanks.

According to the Wiki, to get the best prices:
  • Without any of the other factors above, you need 16 CHA for buying, 15 CHA for selling.
  • With Cap Collector 1 Perk, you need 15 CHA for both buying and selling.
  • With Cap Collector 2 Perk, you need 14 CHA for buying and 13 CHA for selling.
  • With Cap Collector 2 Perk and the Barter Bobblehead, you need 12 CHA for selling.
  • With Cap Collector 2 Perk, the Barter Bobblehead, and all 8 Jerky Vendor issues, you need 10 CHA for buying.
