Report a translation problem
As for the crime scene, I can't imagine why they're all dead unless you killed them somehow, but if you haven't done the prereq quest (Human Error I think) you still should be able to use the workbench if everyone's dead.
It's not normal though.
This was not meant to happen.
It's a very cool settlement, one of the best defensible & has a good quest around it.
Maybe I'll load an earlier save or something (I haven't played this Character in a while so I don't remember where she was anyway), that's so weird to come upon it and its' messed up already.
I know there are Commands to Set Quest Stages - is there something to Reset an entire Settlement? I don't know if such a thing would be possible, heh.

I have nothing against MODs, I've already experimented with SweetFX in ReShade, and I plan to mess with MODs later on - I just haven't finished the Main Storyline yet, so I want to see everything 'normal/asintended' first...
Yeah, it seems messed somehow. Like something Triggered and it was too Early or something. Maybe my Level is too high? (80's I think on her)
I might end up Loading an older Save. I haven't played this Character in a while so I am forgetting everything she's done anyway...
in a quest the human error you end up with 2 opitions one of them makes everyone in convenat hostile to you so you need to kill them and then you can use settlement. To do this quest there should be a pond right infront of convenat with a busted sewer pipe on the far side. Swim out to it and good luck
IMPORTANT- convenat is a bugged setttlement the turrets that are in it will not help you and will attack your own turrets when placed. You can A break them and wait 3 days for the remains to despawn allowing to place your own turrets up there or B open the consle click on them and type disable. Besides that convenat should be as fine as any settlement.
I thought my only recourse was to Load an earlier Save, if I really wanted to experience this Location on this Character (I was going to resign to just waiting until I found it on another Character).

So I went there and found a door in a pipe, thanks for the directions. However, inside were a bunch of guards and a Lab Tech or something but noone would say anything other than "hello" or "you shouldn't be in here" (heh). There were Terminals but no Quests or anything... I think I may have to Load an earlier Save...
Edit/Update:
So I tried an earlier Save and they were still all dead.
I tried an even earlier Save - the earliest the list had (lolscrolling) - it took be back from level 82 all the way down to 37 and I used the Command to Teleport there that I found
Update:
Checked another Character and Teleported right away to Covenant with them (a Character at the Beginning, still in Vault 111) and the Town was fine! In fact, I opened the door and they were so fine, they all attacked me and killed me lol (hmm... is that a Spoiler? Please let me know if it is and I'll 'hide it').
At least I know the place is not totally messed up (in my entire game, just that Character) - I'll get to it someday then, and see what its' aboot...

He will give you a test, you answer the questions, then you are allowed in. i honesty have no idea why everyone is dead, yet he is alive on your main character, as he should also turn on you so you did not kill the people inside.
All I can think of is something like a Briotherhood of steel vertibird or a raider one (I have seen them) flew over and aggroed them perhaps, which is why they are dead, but why your not the enemy.
Either way, yes it is odd. Thankfully it is just that one Character.
Being 'over 30', body problems have started and I already had a Disorder in this Life, so wooters, time for Carousel!

They were developing a synth test. then cutting people open to see if the test was correct or not.
currently down to 4 or 5 false positives per actual synth. quest was marginally interesting.
