The other people who have posted in the thread have a different problem, that being that they have Intel integrated graphics and not dedicated video cards, which is not powerful enough to run the game.
For my issue, I ran into the 'blank screen with blue circle' thing just this past week, too (a recent Update to Windows or GPU drivers or a patch in the game? interesting, wonder what it is).
All I did was, is try to start the game a couple more times (blue circle each time).
I looked at my Drives in File Explorer and noticed I had some Drives missing (Windows had 'stopped seeing' them, possibly from them turning off as a Power Management Feature, etc).
So, I turned off the system for a while (less than a minute) and then started it up again.
Getting back into Windows and starting up Fallout 4 - it worked!
I assumed that a Drive had 'gone to sleep' on me and it was the one with the game, so restarting made everything 'start up' again, which it seemed to do (the drives were no longer asleep).
Restarting solves the issue of Drives in 'sleep mode'.
Games and Applications (programs that run on your system) can also have Temporary Files it creates and uses, everytime it runs, and these programs usually 'clean up after themselves' and delete these files when they close/shutdown.
Sometimes though, these files are left behind - and when that game/application starts up again, the presence of these temporary files can cause the program to 'freak out' a bit (not work, not know what to do with them) and it may freeze/crash/notopen.
Restarting solves this Temporary Files issue, too.
There are other things solved by Restarting, but I could not see at the time which one(s) I had; but I mention all of this to - besides sharing my experience with this issue I had - also show that when people suggest (when trying to help you solve a computer problem) to "Restart your PC", it really does take care of 'a lot of things in one move', it's not just someone telling you something that "does nothing"! Heh

You're telling me that a NVIDIA 980M GPU, that has played Fallout 4 for ~680 hours on Ultra, is not powerful enough to play Fallout 4? This is a new issue for me - it's software related only - not hardware. This only stated happening within the last week.
The 980M will work. However, I suggest DDU to uninstall all remnants of your GPU drivers and fresh install of same. Ensure you select Performance settings and that the 980M is primary and not your Intel 4600. Delete .ini files. Reboot.
It is possible you have issues with your OS, but it may be analyzed and rebuilt. There is nothing inherent in Win 10 that would cause your issue(s).
Are you connected to an external monitor? Disconnect to boot if you are.

Your computer is too weak to run this game. Since it's too late to get a refund, the only thing you can do is get a better computer.
It looks like your integrated graphics is being detected as your PRIMARY. You need to change this so your 980M is the primary or at least the one used for Fallout 4. I think you can do this in nVidia Control Panel but don't bother asking me how - I don't game on lappy's.
So I ran a diagnostic through Dell, and it shows no problems. I'm ready to throw it in the fire at this point.
It doesn't make any ♥♥♥♥♥♥♥ sense to me because The Witcher 3, GTA 5, Dying Light, Shadow of Mordor all run fine on Ultra settings. Fallout 4 fails to launch.
The game worked perfectly fine for 3 months with the same graphics.
It doesn't work NOW, does it? Consider yourself lucky it worked at all. The fact of the matter is this game doesn't support integrated graphics. However some people have claimed they've gotten the game to run successfully on integrated graphics with some serious tweaking. Google is your best resource for this.
Try Borderless windowed mode? Or, right-click launcher or .exe and select GPU affinity? Also, to test did you lower everything, I mean you are not trying to boot with ultra settings?
