This is where mods come in. You cannot place something somewhere? Get a place everywhere mod and turn off snapping(F2).
I don't know if it's a vanilla bug or a mod bug, but who cares
I have worse news for you, if you are seeing this bug in one settlement, you are likely to see it in many, if not all your settlements in some form or another. It usually affects all man-made (in game) floors; homes, roads, vault, factory, etc. floors. Natural floors (Dirt, sand, etc) won't be affected.
It is a real bummer, and there is no way to "undo" the bug, but there is a fix. Unfortunately the fix REQUIRES the Fallout 4 Script Extender, which is pretty easy to install and pretty bug-free, but if Bethesda releases an update, the F4SE breaks the game. To fix the break, you have to wait for an updated F4SE is released. The good news is that Bethesda is done with Fallout 4, and won't see many if any more updates to the game.

In addition to F4SE, you'll need "Place Everywhere" mod, which, once you get used to it (It is easy to learn, but has some frustrating hot keys that can mess up the build mode temporarily), it's still a great mod though.

But given that we can freely build and then completely remove far bigger and more substantial structures including massive concrete foundations, it *is* kind of absurd to not be able to get rid of something like a wooden shack. It makes for a nice challenge, but it stretches believability.
The disgusting bodies at least you can remove with the console, if you are on PC. Open the console, click the body and type "disable".
I think it's honestly one of the most fun parts of the game, spending a couple hours srapping everything, and getting to design your own little home
