White Screen after Intro (Endless Shower)

After beating the game, I took a break, and now I want to start a new game. While I did get some new mods, most of it were just quest mods and updating old ones, but now for some reason I cannot start a new game.

After the intro plays (or if I just skip it) the bathroom scene with Nate and Nora begins, but the white fog never disappears. I can hear the shower going, but that's it. Nothing happens. Cursiously enough, running old save games still work, (despite getting the typical warning of some mods now gone or updated) I just can't seem to start a new one. ESC does nothing, but I can bring up the console, so it's not like it's frozen. It's just that nothing is happening, like the game isn't moving forward.

I've already revalidated, twice, and even though the first time some files were missing, this didn't fix it. I've run base F4 and with F4SE.

Though I'm sure this isn't the case, my specs are

i7 3930k 3.2ghz, GTX 1070, 16 GB RAM

What may be the case, is my load order. But since I've seen this problem reported to no avail, not sure if this is it either.

Try to start the game clean then turn your mods back on.

Well, turns out the culprit was "32 20 SettlementLimitSlashedFarHarbor.esp." I don't see any rhyme or reason why it's doing it, but if the people here are complaining about the same thing, I guess it's not just me. I guess with the new updates to the base game make it not work, since I installed it and ran it without fail months ago with my last playthrough.

Sorry I'm late - I had this same problem and I tried to press some keys. Pressing Enter a few times worked for me :P

Edit: This could also explain your settlement build limit problem, it could be that there are menu options that freeze the game until you click "OK" and freeze the game on the white screen. Anyways, happy modding!

Can confirm, you just need to hit enter and it moves you along.

@(everyone who has the same problem):
I had the same problem and solved it. Here is what you can do:
1) exit the game;
2) launch Fallout 4 game launcher (file "Fallout4Launcher.exe" in game folder);
3) go to Options -> Advanced -> Detail;
4) uncheck the "Wetness" option, click OK and exit the launcher;
5) launch the game as you usually do, create character (now you have no problem with infinite white screen) and save.
You can later check the "Wetness" option again if you want to. This should not cause any problems.

Just make two save games (one male and one female) without any mods after you picked up the pipboy and opened the vault door but where you are still in the vault and start your playthroughs from there.
