Edit: This could also explain your settlement build limit problem, it could be that there are menu options that freeze the game until you click "OK" and freeze the game on the white screen. Anyways, happy modding!
I had the same problem and solved it. Here is what you can do:
1) exit the game;
2) launch Fallout 4 game launcher (file "Fallout4Launcher.exe" in game folder);
3) go to Options -> Advanced -> Detail;
4) uncheck the "Wetness" option, click OK and exit the launcher;
5) launch the game as you usually do, create character (now you have no problem with infinite white screen) and save.
You can later check the "Wetness" option again if you want to. This should not cause any problems.
