Same reason the current one for SSE is far worse than the LE version's camera mod. There's no one available that's proficient in reverse engineering \ knows how F4\SSE handles camera intimitely enough to make hooks that overwrite it.
The issue with current SSE mods, is that they basically spawn in the third-person player model, and remove select body-parts(such as head or arms), rather than introduce this on the same layer as the first-person is(your hand models), which is why arm\head shadows are missing(The Oblivion \ Fallout NW versions do the same thing, but it's less noticable because of a lack of shadows).
Basically, utilising the same technique for F4 wouldn't work, because of the 360 movement of the third-person model. Which'd cause it to clip with the player, unless it's moved fairly far back(which would be disorienting and defeat the purpose of having the body in the first place, as you'd barely see it looking down).
Other games featuring a first-person body, tend to do the above. Having the information of the body rendered separatly from what you can see(so you see shadows etc, even if the actual body parts aren't physically rendered).

Not only is it not a mod(it's an .ini file custom config), but it's just the third person camera moved into closer to first-person perspective. This means all the conviniences of first-person is out(including things like seeing your gun, outside of either below you, or clipping).
One of the earliest games I know of is Severence: blade of Darkness, which places the camera inside the player head, and then culls the head-model(having it still be part of the shadow and reflection rendering).
Operation Flashpoint - Arma series is the same. Placing the camera inside the player's head position and then cull the head away(but keep it in the rendering process so shadows\reflections still happen correctly). Arma is how all FP games 'should' be doing it, IMO. Also separates leaning forward and looking down.
Then we have F.E.A.R, DMoMaM, Crysis, Cyberpunk 2077, and Kingdom Come: Deliverence, which pushes the camera too far ahead from the actual body position, making things unatural when looking down(and also prevents you from seeing the full body, thereby fully experience your armor).
Oh boy, thats a long rant... TLDR: Wait until a complet edition\all the DLC are released(None have been released yet). It'll either be the same game, or a better game.

First thing to know is that it is not the same game marketed\promised prior. Thought No Man Sky was a lie? CP2077 is even more of a lie than that game... No Man Sky was a survival game where you could indeed fly to other planets. CP2077 was marketed as a true RPG where builds\choice mattered. This is not true. Witcher 3 has better quest structure and choice, than CP2077 does. Much of the reason for this is the rushed release(it needed antoher 2 years before it was done, development didn't start until 2016, the teaser was to see if people would be interessted in the game, not a teaser for an actual in-development title). Your build pretty much dictate combat\damage, and very little outside of combat(and almost nothing in dialogue\quests).
The story\open world system feels similar to something like Red Dead Redemption 2, where there's a big separation between them. You have the story sections(that take place on the map, but follows a linear structure), then you have the in-between story sections which is the open world. This would be fine, but unlike RDR2, the world is even deader than Witcher 3... With an AI with even LESS life.. While it's become better with the later patches, it's still closer to GTA 2 or GTA 3 in term of AI behavior. The Open World also works\functions more similar to how open world works in Far Cry franchise. Mini "clear bandit camp" locations spread all around. Side-quests are also mixed in with said "clear bandit camp" type of locations, so you never know if it's a side-quest, or a random boring 'clear' location... The actual side-quests(that again, are hidden!) tend to vary from pretty good, to just ok.
While the game has recieved 2 major patches, and a bunch of small minor ones. For the most part they focus on fixing up the PS4\XBONE version of the game. Patch 2 and 3 has added some serious downgrades for PC, as again, the focus has been to make it playable on consoles(primarily last-gen).
One of my biggest pet-peeve bugs, is an audio-channel bug that causes the rear-channels on surround sound(primarily 5.1\7.1 headsets!) to not have any volume, so any action\dialogue that happens behind you is inaudible, unless you enforce stereo... This is a bug that hasn't' been fixed since release of the game(Most console gamers play on TVs, which are stereo, thereby not affected by this, so it's low-priority, since it's just "pc gamers")...
So again; Wait for a complete edition. No DLC has been released yet, and the new modding support has not released yet(that's mostly rumours). I suspect we'll start to see DLC drops next-year.
