What NOT to do in Fallout 4 (read this!!)
Hello... I have played over 800 hours of Fallout 4 and hit a snag. I restarted the game and could not get the Sanctuary Settlement quest to run... I unloaded all my mods and restarted vanilla and found the answer easily... Do Not, and I repeat... DO NOT, EVER, complete building sanctuary BEFORE you get the quest from Garvey to work with the handyman. If you build all the things needed before you get the quest to build it, it gets hung up and all you can do is trade with the handyman. In the vanilla re-run, I didn't even access Sanctuary's workshop. I used Red Rocket's instead until I got Garvey and the rest to Sanctuary, and waited for the handyman to suggest I use the workshop. One would think you could prep things to just let 'em roll completion after completion for each settlement need, but no... it freezes up and won't acknowledge that you have built anything. Even if you build More to satisfy it's need.
Just a heads up to all interested players. This might happen to you too. It's not a bug, it's just the game farting for you having pre-completed something before it's given you the quest to complete.

Verified++ Yes, this happened to me on a couple playthroughs untill i figured out not to mess with Sanctuary untill ive done the Initial Sanctuary quests. Especially those given by the handyman to make Sanctuary more livable. Beds, Power, Water, Defense, etc....

In my game, I make Concord a no go area. Preston who?
I also base at Red Rocket. Nice place with a dog.
First I 'Go Home' see Codsworth, go in the Root Cellar, then walk to Red Rocket.

this only happens if you build EVERYTHING the quest asks for tough. just dont build beds or food and youre safe from this bug. you only need 1 bed for yourself anyway.

if you want to avoid dogmeant red rocket is not a good place either. unless you plan on doing MSQ right of the bat anyway. then it doesnt matter as he gets forced on you during reunions.

Never had this problem.

With ten characters I generally build up Sanctuary and have settlers there before I even rescue Preston. I've even waited till I was level 40 to rescue Preston and I had 10 settlements.

The only problem with waiting is if you want the minutemen to help with the institute you have to wait to have 8 more settlements after joining the Minutemen which is dumb when you already have 12 of your own.

I generally have everything built and just stand there and talk to Sturges over and over. Yeah...I did it all Sturges. Yeah thanks for saying I can live here....thanks alot since it's my home and I did all the work...

To get the handy man quest you have to activate Preston Garvey's Minuteman campaine.
Until you start that quest chain you wont get the build request to build up Sanctuary, its easy to understand how that might be confusing.

yep, I do that, maybe hold back on radio beacon, so I dunno if it always fails when you do it all.

I could not talk to sterges. all I kept getting was 'I want to trade with you'... over and over and over. that's why I posted

I have built up snctuary before i saved them at concord and the quest went fine. That was back when it came out so maybe a patch has bugged this but all I had to do was keep talking to Sturges and he kept saying "thx for doing that and can you do this too?" Untill the quest was finished then it went on like normal. I have seen NPC's get "confused" like witht he "help the settlement quests but nothing game breaking. Some times it pays to have an old save too.

Most likely the playthrough got corrupted or a common glitch. But I have done this and it worked fine. I have had NPC's "freeze up" before as well.

yes I get that for each already completed tasks. No problems.

I've built up Sanctuary before going to Concord. Added all the beds, food, water and defences that they ask you to build when you save Preston and freinds and never had an issue with the quest being locked out. I have had settlers and robots running around and never had an issue with that quest either. It was only after I completed my strip mall and bar/brothel complete with flying pink protection named Fisto 3000 that I went and saved him. Strangly enough Preston would always be in there eating noodles and talking about that he's glad it's not raining.

Well to solve this one, I went back to an earlier save, rebooted the game, and didn't build until Sterges suggested that I do so, and use the workshop. Things went fine from there. Must have been either a mod interferring, or just a game data glitch. Which happens with just about any game. :)
