Sanctuary Hills is a little confused... digging up lore

I was reading through terminal entries on wikia and something struck me about Sanctuary Hills, Vault 111, and some oddness regarding 'your neighbors'.

There are 14 houses in SH, but there are more than 14 sets of names attributed to the area.

As you follow the road into Sanctuary, here's how the evidence proves out:
First on right: This is Mr. Russells house. Hawthorne (drug dealer) terminal nails the floor safe and two dog houses, and of course the mailbox says 'Russell'.
2R: unknown
3R: Rosa residence, by mailbox. Rosa's are standing a little up the street in pre-war.
4R: Unknown
5R: Unknown
6: This is the house at the south end of the circle, the 'back lot'. unknown

First on left: unknown
2L: Hawthorne residence, has the terminal and a mailbox name
3L: Able residence, by mailbox
4L: Unknown. Sumners are standing outside in pre-war, but that's not proof.
5L: Player house
6L: Unknown. Mr. Smith is nearby in pre-war, but again, not proof.
7L: Highly likely to be Baker residence, by Hawthorne's description; Baker is paranoid, and this is the house with the bunker.
8L: unknown.

So of 14 houses we know who lives in 5, leaving 9.

Mr. Smith is alone and wearing just a bathrobe. He starts off across the street from the Rosa residence. Perhaps that's not a coincidence? Shacking Mr. Smith up with someone brings the number down to the needed 14 groups... but where did the 11 unnamed people come from? Concorde? Houseguests?
