If you use mods, I recommend downloading Homemaker-Expanded Settlements, and Settlement Keywords Expanded, then when you activate the mod(s) select the option that has "Lightpoles use passive electricity" that option will allow streetlights, and other objects such as the recruitment beacon to be powered without needing to be directly linked by a wire.
Roof lamps, industrial wall lamps and others receive power passively, while lamp posts receive it actively through a connector you link with a power source..
It means some light sources can receive power from behind a wall without using wires, for instance. Also, you don't need to rely only on power pylons. They have bigger radius than power conduits, but these can be used to conduct power without filling the entire place with electric components, and you can even completely conceive it, if you plan how you'll build it first.
