institute, met all leaders, got chip in pip boy, cant go outside?

Look at your PipBoy and check if the quest "Institutionalized" is still open. If it is, that's why you can't fast travel. Make sure you do what you're supposed to do. Refer to this:

and for your problem, if you dont want to side with the institute, kill an important person, like father or a named npc in the institute, then you got a quest, called Banished from the institute, this quest will get you out.

BTW, you sound like a Fallout Newbie to me, is that right?

fallout 4 is my first fallout game, Im still on the first playthrough, I stopped playing way back and thought I'd finish it.

I guess I'll kill someone, not my son though, makes me feel like the whole quest so far was pointless if I kill who I was looking for

kill Doctor Ayo in the SRB, never liked that guy, and he has something against the player character, but when you kill him, take your legs in your hands and move for the elevator, because of heavy gunfire

when steo out of the elevator, then you have to go to the teleporter, father will speak with you over the speakers in the room, then you automatically beamed out

Last time i tried to use a teleporting command (that i found online) to get out of the insitiute, but it didnt help the quest/story progress , so I loaded the save before I tried that command, is achievements still disabled?

probably yes, but try to get an achievement like Touchdown or Homerun
