Nuka World - Can't Take Over Settlements

Hey There. I was wondering if anyone else had this problem. I cleared out all of the parks in Nuka World and talked to Gage. He sent me to talk to Shank, which I did. Shank told me that we can start taking out settlements in the Commonwealth, but when I try to pick a settlement, he says that there are no targets, or I need to do some legwork first. I haven't finished the main story yet. I don't know if that is causing the issue, or if one of the mods I am running is messing it up. Anyone have any idea how I can fix this, or let me know if I have to finish the main story first? Thanks!

mods probably. Had a similar problem but I had already done the part you are on and all nuka and all other quests. I just can't do any jobs for Shank.

I had some added settlements from mods that I suspect. Or one of the many others.

Any settlement that you have a current quest for or that has no settlers will be unavailable. If neither of those apply, then most likely one of your mods is causing the issue.

What legwork does Shank describe? You pick the settlement from the choices Shank give you, so I'm thinking you might not have chosen the right dialog options.

I chose all of the dialogue options and I have no idea what he means by "legwork", that's just what he said. He wont let me select any of the places that he suggests. He just says, "These would be great spots to target" then I choose that I am ready to select a target, and the conversation cuts out and he says, "That option isn't available right now." then talks about doing some work before I can continue.

Thanks. I'll check my quest log and see if that is causing the problem. If not, I then it looks like I'll have to remove my mods. Which stinks but all well.

Talk to settlers leave need to settlers in that settlements
Empty settlements which is found alreadhy can be taken over KILL ALL option
There should no to be quest or companion on that settlement you want take over

Some settlements can't be taken over, no matter what - Basically any place with a 'proper' (not randomised) quest attached. So if you've only done the bare minimum, there may not be anywhere for you to raid.

There are settlement that can't be taken over, but if you haven't got any settlements that can be used, then it's 99% going to be a mod problem.

Thanks everyone. Turns out it was a mod. But it is now fixed :)

I think it was one of the settlement ones. I just turned them all off so I could finish the Nuka World stuff and then turned em back on to continue to build my settlements up.
