Stronger Diamond City guards?
With the automatron DLC, all the exterior DC guards and turrets are killed/destroyed by the roving robot/Rust devil gangs. Especially on Survival.

What is a good mod to make the guards stronger?

I found these two:

I even thought about using a settlements anywhere mod to add my own turrets outside DC.

Open the construction kit and go to NPC's list and double click to open the guard screen, Then look for inventory and for "outfits" drop down menu. Can inside 1 minute change a guard to use BOS equipment for example, or other npc's, or make your own outfit by dragging and dropping any equipment you want to the new outfit.

I gave Carla, Pipers outfit and then made a new outfit for Piper as well as redid DC guards and Minutemen and about 100 other NPC's.

I think the settlement anywhere mod would look nice. And if you enjoy building stuff, maybe even fun. Missile turrets should do the trick. They'd probably do more than the guards can.

What are you even on about here? Is this a mod? Or were you trying to say the OP can use the C.K. (Creation Kit) to edit values of anything in the game?

OP, if you're going to do the settlement anywhere route, remember that your turrets will be able to kill the DC guards as well as everything else.

The linked mods look good. Here are two more to go with them:

The first one adds variety to the DC guards' looks (since they are all made up of only two models). And, the second one randomizes their vanilla gear.
Or try Immersive Gameplay 5, the DC security gets serious and very credible.

Of course you can! It's pretty good early on but scales very badly as you level up

There are old console commands to force open hidden inventory in the npc like their outfits and more. Simplest way to equip them with a bada$$ apperance and arsenal. I used to do that alot in Fallout New Vegas.

lol. yup! Standing at the main gate to DC and facing the gate, turn left and go in that direction until the first left turn. Take that left and find the apt building close to Hangmans Alley that spawns Super Mutants (bad directions, I know. I forget exactly where it is). If you let the guards try to kill them by themselves, they will die repeatedly, as that location also has a legendary spawn point in it. That location has 2-3 mutant hounds, and 6 super mutants, not counting the legendary. As well as some random mines that everyone can set off located in the adjacent store on that street. It's also on the path for some random wandering mobs.
Yeah you can sit in that location and collect loot all day long from the corpses of the hapless DC guards.
