I gave Carla, Pipers outfit and then made a new outfit for Piper as well as redid DC guards and Minutemen and about 100 other NPC's.

What are you even on about here? Is this a mod? Or were you trying to say the OP can use the C.K. (Creation Kit) to edit values of anything in the game?
OP, if you're going to do the settlement anywhere route, remember that your turrets will be able to kill the DC guards as well as everything else.

The first one adds variety to the DC guards' looks (since they are all made up of only two models). And, the second one randomizes their vanilla gear.
