I usually use bilagos config tool for a plethora of ini tweaks in a handy interface:

Draw distance and resolution on the performance tab.
Also if you start getting fps loss after cranking it up, This mod adjusts it on the fly to keep target fps:

The .ini settings you are inquiring about is:
fShadowDistance= (I set mine at 40000 for reference.)
While this link from the S.T.E.P. project is for SKYRIM, mostly same engine. Same rules apply.
