Problem with the workshop framework mod

I do not get any crops into the workshop at Sanctuary or Abernathy but Graygarden works OK. I am not using sim settlements. My only new mod is Workshop Framework.

About a month ago, I updated my game and all my mods (less than 20). I added the workshop framework mod right after the unofficial patch. Then I started a new game. I never touched any of the WF options. The first thing I noticed is that Marcy did not auto assign herself to farming like she always does. My crops are assigned and they do grow. I can manually pick them each game day. But there is never any excess stored into the WS. I do get water and fertilizer and stuff from scrapping stations each day. Just no crops. I do keep the WS completely empty. There is a message from one other person on the Nexus forum for WF with the same problem. I tried playing with the WF options to try and force a 'reset'. But no luck. I verified files via Steam. I tried to disable almost all mods but I cannot find the problem. Something might be 'baked' into the save file. I ran loot and it flags a bunch of warnings for the DLC but I did not try to fix that. I don't want to mess with official files.

Update. This problem just got strangerer. I have discovered, in Sanctuary, if I am in the settlement and actively doing something, crops will be stored when the water and fertilizer are added each game day. If I am not there then I get water and fertilizer but no crops. Sleeping or waiting through the update time means I still get no crops.
