The logic is this. If we hold back on making assets available, then people can create mods to make them available and get all the credit for an asset Bethesda made. In other words they make modders look good.
Then of course you could also sell the assets later in a DLC.
Though I'd get the USO mod or a really big overhaul mod that adds a load of items to what you can build. Plenty of decoration opportunities. And yes USO adds fridges.
