I am not aware of any fixes.
Mind you it gets much worse above 60fps.
There was this old IO Interactive game published by EA Games, Freedom Fighters, that had a console cheat—among others—called "RagDoll," and the effect was hilarious. "Nailgun" was also fun, pinning enemies to the closest vertical structures somewhat like the railgun does in this game, but it was far more pronounced.

Then, there's still the plain ol' vanishing corpses problem. I even ran across one legendary opponent carrying a ballistic weapon, and when I killed him, there was no legendary item to be found, and no sign of the firearm he was using, which was undoubtedly a legendary. Repeatedly reloading the prior save resulted in the legendary NPC not spawning at all, so no ballistic legendary. In Far Harbor, where the enemies have balls of adamantium, it's something of a problem.
No. That's because you're not paying attention to what you're installing and uninstalling mods during a playthrough.
