Short answer: I think you need to install AWKCR.

Long answer: You only need the AWKCR mod. That AE is not a part of the requirement. The mod author of Raider Overhaul WIP has explicitly added AWKCR in the requirements list. So I think so. It could be that the mod has AWKCR as a master dependency. If you try to load a mod while one of the masters is missing, then the game won't launch.

It's an sweet mod, but im not gonna use it if it requires AWKCR. Just can't be asked for AWKCR since it has problems all the time.

Then you must have not installed it properly or missed something, because it works perfectly fine. Never have any issues with it.
AWKCR is working fine for me too. What problems have you seen with it OP?

Many armor and outfit mods need it and some armor mods are not compatible with it.

That is a part of modding the game. you have to decide if one mod is worth towards another one. I do have the AWKCR mod and it works fine. It even led me to install some mods that I really like. However, it is not always true that some mods are not compatible with it. Sure, it might be possible, but I have two clothing mods that does not support AWKCR and it still works fine. Yet, it has to be noted that the community, either the mod author itself or an other person provides a patch for a given armor/clothing mod to support AWKCR. (there are a lot AWKCR/AE related patches on nexus). Check if yours problematic clothing mods do have these. Or try these out with AWKCR in your load order.

Nonetheless, if the author of Raider Overhaul says that AWKCR is required, then you have a choice to install that or not. Since you don't, then you have to skip that mod. This should not be the only raider mod on Nexus. Try to find another one that does not require AWKCR.

I have AWCKR+Armorsith+RO and can tell you every outfits from RO are working fine
If an outfit isn't compatible with AWCKR or Armorsmith, you'll just see a "Look up failed" when trying to modify them (if that's what you're talking about ?). Nothing game breaking. At least in my experience with those three mods

Yeah, I have the x02 power armor and the author said it has issues with it.

with what? I assume between x-02 and AWCKR. Otherwise you would not want to try to download the Raider Overhaul mod. I just checked the mod page of x-02 power armor mod and the author has mentioned that it is not compatible with AWCKR. In order to fix it, a patch has to be download from AWCKR downloads page. It is literally there in the stickied comment.
