But that is only 1/2 the story. You will probably need twice that. Temporarily. The install-the-game files are downloaded then they install the game.
I think with dlc and current updates, including the initial CC items that automatically get downloaded, I think it's around 50-60 GB. If you start to download the game, it will check for space before it starts and will tell you if you don't have enough space, fyi.
You also need a substantial block of free space on your drive for Swap Space, AKA VRAM (Virtual Random Access Memory, which is NOT Video RAM), which Windows uses to augment processing demands above what is available from your GPU and motherboard RAM. In other words, you'll have problems if your hard drive is crowded; you'll need to delete a whole bunch of files and uninstall non-essential applications…or buy a bigger drive. That's not just for this game, but other contemporary applications, which actually have demands exceeding those of this game.
Get a degree in Computer Science, and THEN come back at me with your "knowledge."

Being someone that taught computer science, you should know technology is an ever evolving subject, and people will perceive it differently, like the fact that VRAM nowadays refers to the RAM on your GPU. I don't see why you're attempting to flex your degrees over that, it's not like that changes the way people use the term VRAM now. It's not like the common usage is incorrect either
