Poor performance on top tier rig [RTX 2080Ti]
Hey folks,

I got nostalgic for Fallout last night and bought all the DLC to complement my original Fallout 4 install - so I reinstalled the lot from scratch.

Since I first bought fallout, I got an RTX 2080Ti powered rig:

CPU Brand: Intel(R) Core(TM) i9-9900K CPU @ 3.60GHz (overclocked to 5GHz)
Driver: NVIDIA GeForce RTX 2080 Ti
Primary Display Resolution: 3440 x 1440
Primary VRAM: 11263 MB
RAM: 32682 Mb

But when I start up Fallout 4, it looks terrible.
I've adjusted the settings to run at 2560x1440 in windowed mode, on Ultra settings and even then it's jerky, despite the task manager saying it tops out at 19% of CPU/GPU resources.

Does anyone know whether there's a 'good' configuration to get smooth performance?
Bonus kudos to anyone who knows how I can get an 'ultra' experience at full-screen - seeing my desktop when running the game in windowed mode really ruins the atmosphere.

Set godray to low, shadows to medium/ high, disable weapon debris, and change the resolution to 1080. You'll also have to look up proper ini configuration. If that gets the game playable then start increasing settings to see what the issue is (one setting at a time). If not decrease more settings until things work and then work from there.

As it stands many people are complaining about the RTX series.

Have you seen the setup?? He's not going to compromising with something set to low, no way.

You should be able to crank everything except weapon debris, that will have to be disabled for compatibility purposes. But everything else should be completely cranked all the way. Even with high resolution dlc. I'm really surprised you are dropping below even 50fps.

My fx9590 never drops below 30-40ish even with everything cranked, sliders weapon debris everything. I'm only playing at 1080p with a GeForce 1070 founders and 32gb ram.

You should be able to do the same but even much higher resolution and more fps.

What's this scan you are referring to? Idk if I would trust it. I would trust default settings for troubleshooting purposes.
I'm confused about what exactly the issue is. You say you're getting "poor performance" and then you say that the game looks terrible. It sounds like it's an all-around ♥♥♥♥♥♥♥♥♥♥♥?

For some reason. rtx and the gtx 1660 don't like weapon debris. It makes the game throw a fit.Otherwise I can turn everything up on my 1660 ti.

have you connected you monitor to a display port?
or did you connected HDMI to your OnBoard gpu chip?
HDMI doesnt support 4k
and on board GPU chips wont run anything above tettris

Um... what? HDMI does in fact support 4k as long as you plug into the GPU and not the mobo. You just have to make sure you have the right cable.

i assumed that after he spent so much money on such a beast, he will invest in a good monitor as well

hdmi only supports up to 60 mhz on 4k

What type of refresh rate does your monitor support? Does windowed borderless not work at that resolution? I’m pretty sure you can change the ini to force it to fit. Also even with an i9 I don’t think the game will be even able to use all that power since shadows are so unoptimized. I can’t even run high shadows in the city or on top of corvega or my FPS will dip below 60 and since I use FPSClamp=58 to make the game look smoother slow mo is activated.

Again, wrong. Current consumer grade HDMI supports up to 10k with HDR at 120 Hz (4k at 240 Hz). Expect to spend around USD 30.00 on a 2 meter cable. Displays also exist that support 4k x 2k and 120+ Hz.

FYI displays are rated in Hz or Hertz. A 120 Hz display supports up to 120 fps, for example.

i have a FHD 144Hz display, and there was no way for me to get 144fps in games unless i switched from HDMI to a display port, just saying...

Sigh...

It's because you don't have the right HDMI cable, or a number or other issues. This falls in the "it doesn't work for me so it must be impossible" category. I'm currently playing Assassin's Creed Unity at 4k 120 fps without any issues.
