Road to Freedom not starting?

I was reading about the quest on the wiki, i tried to do multiple ways to do it like listening to the join the railroad holotape or try to find the guys talking about it in diamond city, but after listening to the join the railroad holotape, the quest doesn't start or even by talking to the tour bot

You can just go straight to where the trail leads without even learning that Railroad exists. If you are reading about the quest from wiki then you know where to go.
