The problem with using a shotgun like that is reloading in vats unless you use a combat shotgun and I prefer to use vats for medium distance as too long will mean a lot of misses and too short of a distance is usually not needed other then maybe for some bugs or ghouls that have rushed you and they only need 1-2 shots in most cases.

AP cost is: fAttackActionPointCost
Each gun has a base value.
The parts have multipliers that are all added together, then multiply the base value.
For an example, 26 out of the possible 46 mods for assault rifles change the AP cost.
It can get anything from -55% to +105% AP cost.
Listing everything for every weapon would take way too long, so just better to look it up if you really want to know.
I have a character that can get a full 16 attacks off with Overseer's Guardian as an automatic (48 rounds!). Now that's nasty
