As a side note, neither AE or AWKCR are requirements of that mod.

Hmmm, thats odd because the first time i played it the PAs didn't have that problem for some odd reason.
Yeah, I have found the issue. I've downloaded the main true storms v1.4 file and downloaded the nuka world add-on (with TS far harbor compatibility) optional file, but says beside it:
Installed version:1.4.1NWBet", newest version: "1.4" The newest version on Nexus seems to be older than the one you have installed. This could either mean the version you have has been with drawn (i.e. due to a bug) or the author uses a non-standard versioning scheme and that newest version is actually newer. Either way you may want to "upgrade".
Both of them work together with nexus mod manager for some reason, but its saying the nuka world add-on (with TS far harbor compatibility) optional file is old and won'tt work with the main true storms v1.4 file because its newer than the optional file.
Yeah, i had to change the version so they were the same. Plus i have installed the white screen bug fix for D.E.C.A.Y better ghouls main file but it comes up with a red lightning symbol on the bug fix and a green lightning symbol on the main file (better ghouls).
Still has that red thunder flag symbol beside the bug fix.
No worries, its only a bug fix anyways, I can live without it cause i killed alot of ghouls and haven't ran into any issues yet. Also, how many mods are you running and what ones have you got installed that you would recommend me to try out! I kinda like stuff to do with previous fallout games, plus is fallout 3 and fallout new vegas coming to fallout 4 or did that get canceled?

Capital Wasteland got shut down by the devs due to some copywrite issues involving the original Voice Actor contracts. FNV in FO4 is progressing nicely from what I have seen. Fallout Miami released a trailer not to long ago, its worth taking a look at. you can find it on YouTube.
Ah right, because the lone wandererd father was voiced by a Irish movie actor called Liam Neeson and i think he would be pretty annoyed for stealing his voice acting and putting it into a mod without bethesdas and his permission lol. That goes for all the other voice actors aswell that took part in fallout 3 voice acting.
Similar projects have been able to use original archives, if players owned both the original game and game getting converted.
This wasn't possible with FO4/FO3, because archive types were changed in between. FO4 can't read resource archives from FO3, so... there was no legal way Bethesda could have given the permission, even if they would have owned full rights to voice acting in Fallout 3.
ENB's do not get merged with anything. The ENB binary goes into the game folder, the ENB presets you download are just settings for the ENB program.
ENB's are Post-Processing, so they sort of happen outside of the game, sort of. Texture mods usually just replace the textures on objects in game. So if you download a mod that adds in a new land, or game area, the ENB will still work. The texture mods may or may not work depending on what objects the author used while creating the mod.
So which enb is the best and which one do you recommend?
