Once you get the Overseer's Guardian you will be going, "what's a Legendary"

If I may pop in with one place, Gunner's Plaza (I think it's called) - there are a few Legendaries throughout (on Hard) and that's where I personally found the Gauss Rifle. GL

The Splattercanon is in Nuka World and Overseers Guardian is in vault 81.

You are welcome.

You need to know 2 things before proceeding.
1: The lists for which enemies drop what are super different from place to place, even if the enemy is identical the drops are not.
2: The level you need to be for a specific prefix is on a weird as all hell table of some kind, on level 33 it's impossible to get an explosive combat shotgun, then it's possible, then it's impossible at level 37 and possible at level 38 again. (I'm speaking from intel gathered over my 3000 hours playtime, these days I always farm up the same weapons and armor as early as I can on every new character.)

Lootlocked stuff is best found at National Guard Training Yard, the first room is low level capped stuff, the second room (actually it's the corridor outside so not a real room) has much higher cap. The third load door should NOT be used, if you go in there and clean out you'll "clear" the location and it will take forever to respawn. Don't go in there and you can come back in just a handful of days for two legendary drops again.

Poseidon Reservoir has one random spawn outside on the roof, it spawns when you go around the last corner to head up the last stair so save just before that and you can spawn random stuff almost every time. You can get a maximum of two lootlocked spawn once you enter the building proper, do NOT go near the stairs down because that activates a third possible legendary that can't be locked since it's scriped to appear only when stepping into the activation zone. The whole building takes forever to reset, the lockable ones are probably single use only (never seen them respawn the last 1500 hours that I paid attention) but the random both inside and outside are still good.

Other single chance locations:
> Just north of Boston Public Library is a small church, two ghouls spawn inside, medium stuff.
> Revere Beach Station can spawn up to two legendary radroaches, in most cases they don't lootlock but in some they do.
> From the Red Rocket just south of Lexington, go east along the road and you should find an unmarked location called "Plumber's Secret", one legendary radroach that can drop an explosive 10mm or .38 already at level 6. (Extremely low chance, level 7 is waaay easier)
> Old North Church when you are about to join the Railroad, can drop up to a mediumish thingy from a feral ghoul reaver.

The random encounter marathon: Start by Lexington Apartments, go south towards the Red Rocket and you'll have one encounter at the rekt building just uphill from it and often one at the rocket itself, then go east and follow the roads towards Bunker Hill, at the small park southwest of Watts Consumer Electronics there is always at least one encounter but sometimes up to 3, going from there towards the bridge can spawn another, then outside BADTFL there is one rather frequently, lastly from Bunker Hill towards County Crossing there is one by the bridge. This "marathon" has a very high chance of spawning a whole mess of tough enemies on levels 30+ and random legendary enemies become more common gradually from level 20 to 50 then they're practically guaranteed.

1. Random Encounters when walking all the roads can get legendarys sometimes

2. quicksave BEFORE the first time you enter an interior location, just keep reloading and killing until you find a legendary weapon you like. Good interior locations with between 2 to 4 legendary enemys would be places like national guard training yard or Boston Airport Parking Garage.

3. Places that are busy outside and respawn alot of enemys are good such as corvega assmbly plant, Thicket Excavation or Dunwich Borers. West of Natick Banks is also good I saw at least 7 or 8 deathclaws and sometimes 1 or 2 of them is a legendary

If you have the Far Harbor DLC, Beaver Creek Lanes. At least three of the ghouls outside the building always drop a Legendary item. Sometimes the ghouls in the building drop items too.

I've picked up 20-30 items there in this play through, ranging from quite nifty (explosive Combat Rifle) to the utterly, totally and completely useless (Junkie's Walking Cane)

Someone mentioned the Overseer's Guardian in this thread. Gotta agree - one of the best rifles in the game, provided it's properly specced up, right perks etc.

You got lucky.... I love the explosive combat shotgun and explosive combat rifle too, but not found one yet on this playthrough, I am level 68 at the moment

so far only found a Explosive .44 and Explosive Hunting Rifle and both are too weak that late into the game

I just craft my own with console commands at this point. Something like 500+ hours and multiple characters later, farming just seems like a waste of time.

Yes, pure luck. However, I knocked out about a quarter of my health firing it out of a window. Shot hit the jamb and...blam...own goal.

So long as you don't kill the Glowing One, the barracks also serves as another loot lock legendary.

Explosive combat shotgun is pure evil :)
I cripple myself frequently.
