old concept mods that may or may not work properly.
KosTestzilla.esp (godzilla mod based on spectacle island)
MODaquatic.esp (adds marine life. namely dolfins/whales, fish and crawfish.)
FalloutRapture.esp (bioshock underwater city. east of fort strong)
MosesSubmarine.esp (submarine player home - the dauntless)
TharSheBlows.esp (some mad blood sprayer cannon that summons a whale to swallow your enemy)
UnderwaterBaseV1.0.esp (underwater base. bit like an aquarium)
at one time ive had the whole ocean and rivers -
purified water.
quantum cola.
100% fatal, red fusion reactor fluid.
no ocean at all.
most of the map covered with ocean.
now its just "normal"
with live dolphins, whales, fish and crawfish.
the rapture city still works too but was never updated past its initial release.
looks cool tho.
my underwater is crystal clear and very very colourful.
at one time i had loads of underwater places which took ages to put together.
alas, now i just have custom floatillas instead of ocean-floor outposts.
(still have rapture tho.)
but yes, youre so right..
a huge marine/water/underwater based dlc mod would be awesome.

(i forgot to mention "drivable boats/ boats of the commonwealth. but since youl probably moan at that one too, i guess i wont.)
(oh & err,, g'zilla came from the sea. with a bit of "lovecraftian-hak-&-slash-moddery done by yourself, you could place as many zillas as you wanted in or under the sea. but hey,, needs a bit of imagination,, and a lot of time/patience)
maybe get in touch with the rapture/bioshock armour modder or the mod aquatic author and see what he/she/they are up to.
like i said,, theyre all early, old concept mods. rapture Does look cool from the outside tho! lol. i use custom hatches/doors that i place in and around rapture to teleport to other custom cells. i did say rapture was only a concept place-holder.. shame really. ;(
