actually there is another way we can get it before the that part of the Main Quest but it still requires getting a quest from an individual in Bunker Hill and anything we build is removed when the main quest sends us to the place. That or the time I did it was on a bugged game.
The process I did is here I marked it as a spoiler for those who do not want the details.
talk to the woman at the general store ask for work, complete that quest then talk to the one who greets us at the gate she will now give you a job once it is done the workbench is open to use.
Though as I stated if we have not done the main quest related stuff anything we build before it is done will be reverted back to original. at least that is how it worked the one game I did this.
It could be possible that if you have taken all or most all of the other settlements Bunker Hill will be drawn more often as looking into the quest in the creation kit it simply pulls a random unowned by the player settlement for that mission.
There really should have been a better method used to keep the MQ entangled settlements out of the mix but instead they used a method that has a chance to fail if the settlement winds up in the alias used by the quest to pick settlements from.
