What is the story behind OAR? Do I get to challenge Elder Maxson for control of the BoS?

There was a scrapped alternate ending to blind betrayal where you could challenge Maxon for leadership.

This ending allows you to spare the railroad while continuing the brotherhood quest line.

The community has used mods to restore the original ending.

So that is a yes?

It's yes and no. From memory you just become "general" of the BOS. And the BOS soldiers still treat you like a civilian (in my game anyway).

The mod for it is called "danse dilemma", and during the blind betrayal quest lets you challenge Maxson. If you beat him you return to the Prydwen, Danse calls some people on deck, including Kells, and names you Elder.

The only slight problem is, soon as thats over, everyone forgets it and goes back to calling you a Paladin, Sentinel, whatever your rank at that time.

So what do you do in OAR? Just side with the outcasts and dismantle Maxson's BoS?
From what I remember about that quest is that it gives you a choice to kill him, spare him, etc. I can't remember if this mod had it tho as I installed all the mods that integrate with it. I think in the FAQ there is spoilers to show what happens in each quest.

Got caught up in "challenge maxson", didn't even realize you were asking about an actual mod.

Never did play OAR, no real clue what it does, sorry.

Project Valkyrie is the "fusion city rising" mod that has the maxson part. It requires OAR. If you have nothing to do and have a lot of spare time these mods can be entertaining. But a nice fit to the vanilla game they aren't.
