Visitor's Center

Haven't found a thread about this yet, so lemme explain. I just started getting to work on Far Harbor settlements, since I don't have much else to do in the game. Finished Longfellow's and Dalton, moved on to National Park Visitor's Center. When I got up to 14 settlers, everyone except the guards started just walking around with their guns out, saying that the trappers could attack at any minute. I didn't have the quest Trapper Attack active or given by the settlers. So I waited and slept for around 20 hours, walked in and out of Far Harbor like 3 times and finally, around 8 trappers spawned far away from Visitor's Center. So I did what any sensible person would do, missile launcher them all out of frustration. But uhm.. the settlers still do keep walking around armed, one of them told me they are grateful for my help.. tho now they're not even saying any idle dialogue. To top it all off, Uncle Ken, whom I've convinced to go to that tavern in Far Harbor has RETURNED back and walks around with his gun out as well.

Before ya'll ask, I don't have any mods, just a hairstyle + Cait overhaul and a couple of CC power armor and pip-boy paints that were free. Encountered this after spending like 400 hours on this character lel. Any help on how to fix the settlers and / or tell Uncle Ken to kindly ♥♥♥♥ back off will be appreciated.

Keeps getting interesting.. Went to Brooke's Head Lighthouse, because I got the bright idea of clearing all Trapper Locations... Came back, noticed Dalton Farm has 1 less settlers. So I went to Dalton to check it out, may have been bug.. but nope, my damn Provisioner was just dead somewhere. Well, went back to the Lighthouse to see if I accidentally obliterated him and found the entire location already respawned. what the frick, Far Harbor.
