As for the people there going thirsty... why? Just set up a caravan from Sanctuary to Red Rocket. Give the caravaneer a nice heavy weapon, everyone gets water and you get backup marching through every few minutes.
I always set up RR as my own personal hideout with my living quarters built on the rooftop with a couple turrets covering the perimeter. No settlers allowed. Just one or two low end turrets are all that's needed for defense because the mutants that march through are always low level. Perhaps they could be a threat if someone were to level up to 50+ with the console before leaving Vault 111... hmm... time to start a new game and run a test.
2. Red Rocket can have mobs that spawn at the fluid random encounter just north of Abernathy. Those super mutants will almost always drop Super Mutants Orders, ones spawned to attack a settlement do not have them.
3. You also have what I refer to as fringe mobs that spawn around a settlement. They spawn nearby and harass the settlement. Sanctuary has the raiders that spawn across the bridge, near the water, and by the root cellar. Starlight has some raiders that spawn between Drumlin and Starlight, These mobs are not part of random encounters.

Same here, it's my batcave. I keep Ada and Codsworth there since they don't need food and can supplement the turrets I have on the roof.
Then there's Egret Tours Marina, with an encounter point a stone's throw north at the broken bridge. And Finch Farm is close enough to the Gunners at Hub City Auto Wreckers that you can hear missiles hit the nearby brahmin herd, while post-main storyline you've got checkpoint attacks to the west.
At some point you realize that the Commonwealth just isn't a great place to raise the kids.
It's a bit too close to the action for my tastes; too much chance of someone wandering in and messing around with my things.
I wonder if I could use a quickload building glitch to run a water purifier over from Sanctuary and put it in Red Rocket.
It should be possible, as I once did the same with a raider tribute chest in several jumps using jet, the main issue is whether it would count towards Red Rocket water production afterwards (moving the raider tribute chest unfortunately didn't allow me to build another one back in Sanctuary).
What exactly were you supposed to build there? I've seen one nice build in that spot online and it was done with mods.
I've never built at Croupe Manor either, for the same reason basically. Just nothing works for me there.
Croup Manor is like the easiest settlement defense ever. It has one attack spawn and two rocket turrets obliterates it.

Throw a spotlight in between to increase spotting range and boom.
Red Rocket and Spectacle Island NEVER get attacked for me, but some of my other settlements come under attack frequently, and often by heavies (the Gunners, the Automatron gang that wears robot armor, the Mirelurk queen).
Does it matter really? Lets not pretend attacks are more than an inconvenience. I build a wall around every settlement and I'm done. Even when I only played stock, this is how I did it. Attackers can only come from the direction you funnel them into. Put missile launcher turrets up high to retaliate the other sections of the walls.
I get more annoyed when I see the message "soandso is under attack" because I have to stop what I'm doing at the time.
The problem with Red Rocket is the lousy arrangement of the buildings. The guns are not able to support each other because buildings get in the way. I have a hard time arranging more than four large machine gun turrets to be self supporting. The attacks can come from ANY direction. It is a very hard spot to mount an effective defense.
