You are only counting Minuteman corpses wearing Minutemen clothing. There is loads of dead settlers across the Commonwealth.
It's kind of hard to say for sure, however, since we don't have a lot of reports of him meeting anyone before Lexington, but we know at least ten of them made it there (the five in the Museum, the two dead in Concord, and the three in the Super Duper Mart).
Preston does report that there were eight of them "yesterday", which may or may not have included the one near Fort Hagen.
They could very well have taken the route suggested by #DouglasGrave, and also have zigzagged their way across the map, running from death to death. i Shall try to get pictures if i find them.
I assume he's unconnected but who knows
Well just gonna stop there before falling into the plothole of corpses and no corpses and how long they been there.
He doesn't seem to be anywhere near a vaguely plausible route for Preston's group. Not all Minutemen corpses are necessarily involved, so it's more a case of looking for a decent match.
The one at the hospital, for example, could be disregarded if the route otherwise made no sense as a possibility. Likewise, the one at Fort Hagen is largely incidental; they were possible with Preston since there doesn't seem to be any other good reason a lone Minuteman would end up over there (it doesn't seem near any recent settlement or base of Minutemen activity).
It would probably be useful to link to the specific article.
