"Shank cannot send the player character to a settlement that has a companion in it."
Is that the case for you?
Already have 20 settlers in that place.
I went to the Settlement and it seemed totally open to use, but after walking around a bit, one of the Settlers walked up to me and 'asked for help' (to rescue their friend or someone taken hostage). After doing this 'Quest', I was able to use that Settlement as a Raiding Target with the Shankelstein.
So, walk around one of those Settlements for a while, and see if anyone comes up to you asking for Help. Also, make sure there are no leftover Quests for that Settlement (like, turning something in to Preston that you did at that Settlement), maybe even go talk to The Gravy just to see if he talks to you about the Settlement. Checking these things might help 'clear' that Settlement, so it shows up on the list. That's what was needed for me, anyway. GL

- Are you choosing "make Vassal/Supply" or "Raid/make Raider Outpost"?
If you choose the latter, it will allow you to choose more/different Settlements (more choices)
- Are your Outposts close to where you want to 'raid'?
You might have to set up a Nuka World Radio Transmitter and have the Target Settlement within a certain range (eg. you can't have one Raider Outpost and then try to Attack something way across the map). I could have sworn I did this before, but I've read that your next Raiding Target has to be like 1/3 of the map or less away from the nearest Raider Outpost already set up (so I assumed it has to do with the Raider Radio emitters - as in the Lore, these Radio Tower emitters help to intimidate the nearby Settlements).
- Some Settlements are involved in Quests later in the game (eg. Warwick Homestead), so some Settlements will not show up in the list with Shank, no matter what
If you try 'everything' and you still can't pick certain ones, you can do other things, like go to the Settlement, kill everything (Console Command) then place a Settler and then go back to Shank to see if he lets you use that Settlement after (be careful do this as a 'Last Resort'...)
Are you running any Mods?
Game Mods can interfere with how the game recognizes Settlements for the Shankelstein... there was another Thread about "Settlements that Shank won't let me Raid" and the guy had to turn off his Mods, then the Settlement showed up in the List with Shankey. Maybe try that (if you run any Mods).

Interestingly, I looked up "Spectacle Island" and other people are having trouble using that one as a Raider Outpost / Vassal...

Maybe it can't be an Outpost - yet other people have said they have converted it... odd
I'm sorry I have no other ideas, mate. I can try to take over Spectacle Island myself with Raiders sometime in the future in a game... but that still will not help you directly.
Have you tried Deleting/Reinstalling Fallout 4? Just shooting out random ideas now lol

But i can't still raid Country Crossing.
he even works with Conquest Mod, which allows you place more settlements anywhere you want on base map, I tested it and one that I placed and added a settler to showed up in his list
Forgot to mention, before this, idk why Country Crossing is bugged to me. No matter how many Minutemen side quest i've done, i never unlock the workshop on this place. Until i kill the original settlers (i found this solution on internet).
