Sell lots of ammo you don't use to buy ammo you need.
I know its hard in the beginning. Later, you'll swim in ammo. Idk if you use automatic weapons, but they "eat" lot of ammo. Maybe use melee for things that are easy (roaches for example), having different weapons that use different ammo and rotating them, using VATS...try being more conservative could help :)
Both of them carry way more ammo than the all other ammo vendors.
Also, it may be a bit trite but try not to miss much and go for headshots as they do 25% more damage to enemies except insects and most (?) robots. Although, it's a good idea to maybe cripple Assaultron and certain Mechanist Junk-/Swarmbot heads so they can't use their laser (and cripple any legs so they can't chase you down).
Edit: Oh and if you have Contraptions DLC, make an Ammunition plant (it's under Power > Manufacturing in settlement build mode). You'll need fertiliser along with various amounts of copper, lead and plastic depending on what ammo you make (and oil if you are making 2mm EC).
and most any other ammo type will be easier to get later in game as enemies get better weapons when ya level up
7.62 ammo can only be found on Nuka World btw, Bethesda forgot to add it to the traders in base game and far harbor
If you run off and do Far Harbor majority of those mobs drop no ammo.
If you fight a bunch of ghouls, they drop no ammo.
If you go into the Glowing Sea most of those mobs drop no ammo.
If you fight a lot of synths they only going to drop energy cells.
In my opinion Scrounger is useless. Ammo containers are rare to find most areas have maybe 1-3 containers. Then you are RNG's puppet as the majority of the results are going to be useless for you.
1) start with or level charisma to 10 and the vendor perk, wear charisma clothes (1 head, 1 glasses, 2 dress)
2) play the mainquest and help the minuteman to unlock sancuary settlement
3) build water purifier (big ones) (up to 40-45 can be placed in the river)
4) you will get ~1200 bottles clean water every ingame day, take all water out of the settlement worktable or it will not respawn
5) sell the water for 16 per bottle in diamond city / goodneighbor which means you will get 1200*16 = 19200 caps every day to buy out every item from the vendors
Settlements also produces food, scrap or fertilizer (for Jet production) but water is the fastest one for which you will only need the materials for the purifier+ power. Start with 1-2 purifier and invest the produced bottles in scrap for more purifier
a complete set of Sharp Legendary Armor on a Green Shirt and Combat boots will also work, combine that with glasses and hat and you have 8 charisma total on just gear
