Workshop Framework allows you to claim any settlement without a quest or without reaching a certain point in the questline. I highly recommend this mod along with Workshop Plus.
I do not recommend using a console command even if one exists.
The setownership will give you command of any workshop. However since the scripting was not run you will not be able to move settlers or assign provisioners to it.
There is a command that will transfer ownership and run the proper script. However I have long forgotten it and it is probably buried pretty deep in the forums to find it.
It is far easier to just do as OOB and Rider said and use Workshop Framework mod. Which is why I can not remember the command because it is like trying to remember a phone number you put on speed dial.
