View Stats:
You can push charisma level past 10?
Weird trashcan carla offers me 50 caps for my perk magazines when my charisma is 10

But then i put on black rim glasses (+1 charisma) and my charisma still shows as 10 but she now offers me 54 caps for it?

This is cool/worrying. Base stats can overflow?

Yes you can get past 10 for all stats, check the stats on your pip-boy since there they appear more accurate

The stats on your perk sheet do not reflect gear or chems. As sergio mentioned, the pip boy shows your adjusted stats.

Guess he played the games before fallout 4 where you always had the 10 hard limit, now its just how many points you can Spend, there is still a Bubblehead to push it to 11. These days you can do pretty ridiculus stuff:
To get maximum temporary charisma (for example to raise max population on settlement):
Equip Militia hat or any other hat raising charisma (+1)
Equip Black-rim glasses or Fashionable glasses (+1)
Equip Summer shorts (+2) or Green shirt and combat boots (+1) (Summer shorts fills chest armor slot, green shirt and combat boots do not.)
Equip as many "Sharp" type legendary armor pieces as you have (up to +5) [note: you can get +5 here if you are wearing green shirt and combat boots, but only +4 in summer shorts since they take up your chest slot. This makes for a total of +6 between clothing and armor, +8 total from apparel after factoring in hat and glasses]
Drink Beer or any other alcohol except Bourbon, Rum, Vodka, Whiskey or Wine (+1, does not stack with other alcohol types, doubled to +2 with Party Boy/Girl perk rank 2)
Use Grape Mentats (+5)
Use Day Tripper (+3)
Use X-cell (+2)

And Voila you got 31 Charisma or 30 if you dont have the Party Boy/Girl perk

you forgot the simplest permanent buff to 11 beside boobleheads: the "You are SPECIAL" Card. start with 10 in a state (exept Luck, becasue you cant choose Luck with the card) debuff it with missing sleep, hunger or thirst to under 10, use the card, sleep,eat, drnk, profti: basestate at 11.

Daddy-O debuff's your charisma by -2
So if you have your base charisma at 10 take daddy-0 then use the special book your base charisma will be 11 when the daddy-o wears off

While here, same applies to these:
Day Tripper - Strength -2
Fury - Perception -5
Any alcohol (Rum/Vodka/Wine/Whiskey/beer) - Intelligence -1

Far as I know the only way's to debuff Agility and Endurance is with addiction.

Luck - Good Luck, cant be done (unless someone modded it?)

The Max base for Charisma, like almost all other special stats, is 12. This is done by having 10 charimsa, then take Daddy-O or become addicted to certain chems and experiencing withdrawl, then reading the "You're Special" book for Charimsa. Finally, you just need to get the Charisma Bobblehead, which will result in a permanent 13 Charisma.

Yeah My charisma build I named Gavin McNeil I used as a test to see how high my charisma could go.

This took forever to get everything ready.
Used bobblehead and special book to boost to 12 going past 10.
Got a formal hat and and some charisma boosting glasses and summer shorts boosting by 4
Then I went around the commonwealth farming legendarys until I had charisma boosting gear on all arms and legs boosting by another 4 putting me at 20.
Then I used grape mentats to boost by 5.

Yeah price didn’t change as much as I thought apperently it’s capped at some point,
However it does seem to effect speech checks even the most difficult ones never fail.
I also got the perk of having over 30 settlers living in a single settlement.

I swear starlight drive in is 15 people short of being at diamond city’s population.

That is the correct answer.

If you are using Sim Settlements or Workshop Frame mod you can turn off recruiting limits for recruiting beacons.

You can also outright add settlers with Settler's Calling by pushing a button on your workbench.

I have never found the charisma limits for settlement population realistic at all. As long as you got food, water, beds, and defense you should be able to recruit as many as you want.

For prices - the best prices you will get with Charisma at 15 - over 15 won't change them.

I think it's about 16 you need if you have absolutely nothing else to improve prices, while adding ranks in the Cap Collector perk, the Barter bobblehead, and all the junkyard vendor magazines will eventually reduce it to only needing 12 for the best buying and selling prices everywhere.

So if you get all those and have Charisma as the score you boost to 12, you can stop worrying about Charisma gear for pricing purposes.

it is less than that depending on your magazines and caps collector perks.

Yes, with 16 CH points (even with 0 mags) you get the best possible prices from any merchant:

Merchant will sell you anything at 120% of its value.

Merchant will buy anything from you at 80% of its value.

It's easy to temporary raise CH from 1 to 16, even in the early game, to set a killer trade session in DC, to buy the Spray from Cricket, to be allowed to enter in V-81 for the Guardian...

+1 glasses
+1 head wear
+2 suit

+5 grape mentats
+5 day tripper
+2 X-Cell
+1 beer/booze

All of them are stackable

so there will be times when it actually shows 11 charisma? I've always just seen (10)+ or something like that
