also bullet weave isn't OP once ya get to higher levels, trust me enemies will get more difficult as you level up higher
Also unkillable depends on the difficulty: I have actually used a lot ballistic weave because I don't like how characters look with normal armor and believe me, I got in more than one pickle or even died for being too cocky with ballistic weave in survival.
The problem with your immortallity might be aswell due to the game's design. It's not a game designed like Dark Souls, to be constantly challenging. F4 is a game that takes a world building approach first, then other things, so difficulty has simply spikes: you run around 80% of the time just obliterating things till you find some tough enemy that butchers you. Like comparing a fight against 3 raider VS the 1st time you stumble with a Deathclaw and you aren't prepared.
People use power armor? I haven't, it's chest mode basically.
There's a reason some of the OP mods add armor with like 2000+ resistance, because that's what it actually takes to trivialize content.

The only time I need Power Armour in Survival is to get the mini gun off the vertibird. Once thats done I get out of the PA and leave it on the roof.
