Report a translation problem
Did you assing a leader for the settlement, prior of trying to activate the plan?
Also, do you download and install your mods with Nexus Mod Manager?
I used NMM at first, but I've also tried manual installations within the data folder, and it still hasnt worked. About to try the bethesda mod option now
If that does not solve the problem, then try the BethNet version.
In either case, keep me posted. I am interested to hear from any issues players are facing.
If you need in-depth help, then visit our forums. There is really no one else from the official team than me watching over Steam forums for SS issues and I do not actually play with RotC myself. Best brains are in the mod's official support site. I am part of the site staff, so I do catch up possible help requests from there as well.

Even with that version installed before, I't didn't activate Rise of the commonwealth options. I've been to the forums at the main website, and combed them. Doesn't look like anyone else has this problem go figure.
While I do not actually play with RotC, I have a test pforile for it in my Mod Organizer 2. RotC features are included and working correctly with that version.
Do you have to enable it in the 2078 holotape?
Guess thats the end of this mod
EDIT: Also make sure you have RoTC at the bottom of your load order.
