Also, it is not stupid. If you damage a settler they will become hostile. That makes sense.
Maybe don't build while in power armor?

I've had so many different ways I've aggroed my settlers hahaha it's stupid as hell to aggro them through walls because I jumped/flew/fell near them. I have no idea why they added civilian damage; it's really dodgy and not immersive IMO. They settlement building just sucks in the sense of it being fairly half added in the game.
It doesn't make sense to aggro allies and if there's a perk to not damage followers, why not extend it to all allies or in the Local Leader perk haha
Bottom line: it's pretty pathetic that you even need the jetpack to do things with building. Example: there's no way to jump or move about well when moving wires so too bad if it's just out of your reach. You'll have to waste time flipping through sections. Build a one time staircase then go up, do the wiring, then delete it. So unnecessary lol
Also, yeah, I got that trophy on BL1. Keen on a modern port sometime.
My issue with the armor is it's hard to build without moving about and building and then deleting stairs etc constantly. + the jetpack helps heavily and there's no reason a villager who I just built a fortress for would harm me for landing near their cow etc. It isn't immersive. I've long given up defending settlements also as it's tedious and then the way your based are attacked without you in the actual cell ignores any defences, walls etc too so it's just really disappointing and it doesn't add to immersion.
As for attacking just limit the amount of active settlements and reduce what causes it while increasing positive effects such as additional defense as you can see in the attack chance on this page: http://fallout.wikia.com/wiki/Settlement
