Now I thought speeding up usually occurs on games that have sprites, not models and textures. Think of "Don't Starve Together"; it has to be locked at 60fps otherwise it will play too quickly.
When using V-sync; the monitor's refresh rate is used as reference when trying to synchronize the engine processing and the screen's refresh rate. Since your screen is that fast, you will experience serious input lag.
Turn it off at both NVIDIA control panel (use a custom profile for Fallout4.exe) and in fallout's ini setting. Then use the NVIDIA control panel again to set
- triple buffer on
- max frames render ahead to 1
- frame rate limiter to 60.
and in fallout4 - and falloutPrefs ini files, ensure that iPresentInterval = 1
Because the Physics/Engine are/is tied to the framerate, dont ask why - nobody knows why.
There are mods that will fix the speed of the physics BUT the engines scripting pipeline is tied to fps as well. Basically if you double fps you also half the time the engine has to run it's scripts.
And this will negatively effect the games stability.
