Report a translation problem
I do have the Noir Penthouse though. :) Will start it some time. I got the signal at Red Rocket but have not played since.
Starting new play through since the last ironman survival try ended in tragedy. :)
It could be anything.
I would copy and paste the save folder from documents my games to be safe. Then start a new game and see if it works.
After that start looking at mods for the problem.
I had no problems and was starting a new play through anyway. The signal is on the radio at Red Rocket.
Its a mod. I have a crazy modded game but its a mod. Could be anything.
Some models crash the creation kit but not the game, just a bug. Some mods ruin Nuka World and even Vault 88 for no reason...
Its a massive and complex game and its amazing that it works basically bug free at all.
i got a mod from Nuka World i cant use until i get inside because of giant walls appearing out of no where in the Cola Cars.
I tried modding Vaullt 88 and it crashes the game for no reason.
Hopefully there is updates or something but wouldnt worry about it.
These are not complaints because of how complex the game is and how much can be done with no bugs at all. It is easily the most advanced game available. Good luck.
Yes, I had this issue too. Since you are asking on Steam, I assume you have the PC version. If you are on XboxOne or PS4, you're out of luck. Also, I am assuming you have no idea how to use the console, if you do then this can also work for those others looking for this problem that might not.
That said, save your game (just in case something goes wrong) then open the console (should be the ~ key left of the ESC key if you haven't remapped it) and type "help Early 4" without the quotations, it should return two items, the gun you get at the end of the quest and the quest itself. For me, the ID in parenthesis was 8000C27. So, it may or may not be the same for you, but then type "SetStage 8000C27 10" (or whatever your actual number is. Due to DLC install orders, sometimes the beginning digits can vary) without the quotations. This will force you past having to listen to the signal and the coordinates will pop up.
EDIT: An easier way I discovered (thanks to the Fallout Wiki) so you don't have to findout the quest ID is to use this command instead.
SetStage ccTOSFO4001_EarlyRetirementQuest 10

Nice this worked perfect. I wanted to do this but i could not for the life of me find the ID for the quest. Thanks for the fix. I just started a new save since i upgraded my PC and this quest being bugged really made me lose some steam for fallout 4 but now i can finally get to check this place out lol.
Ah, nice can you actually bypass the signal and go straight to the location? Never thought of that, though having the quest marker helps. I suck at finding stuff on my own.
but there's still two more locations to go to after that first one, before completing the quest
