legendary enemy not appearing.

so ive been trying to farm the concord sewer place for like half an hour now with very hard difficulty and only the normal roaches spawn

There is NO guaranteed Legendary Spawn int he early game. Some claim that there is a guaranteed Legendary in both Concord Sewers, Cambridge Sewers, and in the Satelite Station Olivia.

This info is false. I have played on Survival to lvl 11 before i got my first Legendary. It is random. But difficulty Very Hard & Survival has a better chance of spawning one, but it is still down to Chance.

In Chance, you can be lucky or truly unlucky. But just play on, explore, and you will eventually find many Legendary enemies.

Go to the Super Duper Mart in Lexington. There are just so many Ghouls inside that there is a Good chance you find 1-3 Legendaries. Also the Parking lot basement. (but you might get none...just sayin....)

A lot of enemies in early access areas are scripted to be normal & low level. Like the raiders in Corvega plant, all lvl 1, no Legendaries.

Legendary stuff starts at level 10.

Legendary spawn rates increase as you level up, anyway don't care too much about them. You might be lucky and find one good, but many times and specially armor you have to trade the legendary bonus for DR/ER, so it's not really incredibly worth.

You can get to level 10 easily without even leaving sanctuary if you have the idiot savient perk and just scrap everything and spam build wire fences its what I did

yeah. ive had many legendary enemies spawn but doesnt seem to spawn where i want them to
