mines are about pathing(ie let them come to you and/or where you think they may go) where as grenades are about throwing in groups or enemies in cover in the heat of battle. the strategy is a bit different even if a mine is done in the heat of battle it is pre-planing.

The damage is far reduced (and in vanilla its already almost non existant) and you'll take a scratch worth of damage if standing near. In power armor probably no damage.
