The only clothing mod you can add is a railroad faction exclusive.

You need to have advanced a bit in the Railroad questline for ballistic weave.

pretty sure you can't add weave to a fedora, although there is a mod for that.

AWKCR, UCO, and Armorsmith Extended mods will let you highly modify clothing.

You can add weaves, linings, and some allow an armor mod like pocketed, light, etc to them.

They allow to hide the armor when you use it with clothing to avoid ugly clipping. That's an importal detail when mixing any clothing with armor. Developers probably decided to make clothing use armor dedicated slots on a per piece basis to prevent clothing armor combos with clipping.

Yeah I forgot that feature. The hide armor or alter armor looks. Hate the chest armor look, hid it. Prefer sturdy leather look rather than heavy then change it.

The battered fedora, green rag hat, newsboy hat, and trilby hat can have ballistic weave added.

Well a battered fedora, sure. :-)

Actually, I think it's a specific DIA cache that you need to do, so it might not unlock on the first.

No.

https://fallout.fandom.com/wiki/Ballistic_weave
Progress through the initial Railroad faction quests until P.A.M. offers a series of minor Jackpot missions to secure DIA caches. These only become available after completing Boston After Dark and Mercer Safehouse.

After completing the first or second jackpot mission, Drummer Boy will tell the Sole Survivor that they need to speak to Tinker Tom, who will inform them about the ballistic fiber technology found in the DIA cache. At this point the ballistic weave is unlocked at any armor workbench and Tom will sell some armored gear of his own.

I have always received it upon the first DIA completion.
