Fallout 4 Missing Player Voice Audio
I hope this is the right place to ask . . .

I have searched the internet for the answer, but I have found only others with the same problem and no fix.

My players voice has disappeared. When I enter into dialogue with NPCs Nora bobs her head like she is talking but her lips don't move and no sound comes out. When the NPC responds, their lips move and their sound works fine. All other sounds in the game work fine.

The little information I found on the internet led me to changing the language to French and back to English, and removing garbage information from the fallout4.ini file. Neither had any effect.

This is my second playthrough. It happened on the first playthrough and I ignored it. Now for some strange reason it is bothering me.

I am hoping someone knows of a way to reset the audio or some other fix.

Please Help . . .

ok so i had a similar issue to that described here. i used a voice changing mod then realized it wasnt meshing well so i uninstalled it. afterwards a majority of voice lines were like they were using f4z roh doh, silent as can be. i took the suggestion that i saw of deleting voices.bsa and verifying. that alone didnt fix it. i thought about the other suggestion that it was the .ini and something in it was broken. so i deleted it. starting the game auto generates a new fallout4.ini file and my voices were back to the way they should be

Otherwise need to know your PC Audio setup. HDMI through monitor, MB to Speakers or Headphones ? What type of headphones ?

To those still having this issue:

This happened to me at least once on every playthrough, and every time the symptoms are the same:

1- Can't hear the player's voice
2- Can't hear the player's steps when running (both in or out of power armor)
3- Can't hear player's heavy breathing when running at low AP
4- ??? (possibly other missing sounds I never noticed)

...and every time, the cause (and fix) was simple: The game thinks you're submerged underwater. Just find a body of water, submerge yourself *completely*, and get back out of the water.

There is another possible scenario. User had OS Audio set to 5.1
Can't hear the player voice because it's coming out of the Center Channel.
Set the OS Audio back to Stereo 2.1 if not actually using proper 5.1
Headphones never use 5.1, they use Stereo. They might have a way to apply Virtual 5.1; but that is not the same.

For me it was the Mod Silent Protagonist ( https://www.nexusmods.com/fallout4/mods/20097 ) which i got with the Roland mod companion. when i disabled these my voice was back.

For me, literally just saving, quitting the game, starting it up again, and continuing from where I left off fixes it. I wonder what I should do to fix it permanently though.

You probably switched languages. One of the .ini files it remained with a different language.
There are two Fallout4.ini, one is in the Documents folder, the other is in the game folder, the language must be the same in both.
If you use Vortex there a third one and it is located in AppData/Roaming/Vortex/Fallout 4/profiles

Again if you use a 2 or 2.1 Speaker setup or Headphones, make sure the playback devices are set to Stereo, nothing else. If they are set to surround sound of any kind, the Speech Audio is most likely going to be dedicated to the Center Channel, which you do not have. Now if you have a USB Headset with a Stereo vs Surround toggle, that is fine as all this does is take Stereo and force it into Virtual Surround Sound Mode.
