You could try making like a bunch of containers and putting the weapon and ammo in each container. They need to be the same damage or one settler could grab multiples due to upgrades.
Also keep in mind they will not grab them unless they are in combat and the container is within a certain range.
For simplicity I would supply top-end .38 auto weapons with compensators. They all already have .38 ammo on them so it solves that problem.
It's really not that hard to ring the bell and give them all a gun.
One settler can/will take all of the weapons as well.
Or get a mod that manages their weapons and armour.
Sim Settlements Conqueror will armor and armor your gang for you. I think you even have the option to turn it off individually as well if you want to make sure they use a certain set of armor and weapons.

Settlers are immortal btw, so you could arm them with toothpicks. There are mods that make them mortal.
I have currently 16 in my main settlement. Out of those 16 it is only 4 or 5 that repeatedly take guns. The ammo is stored elsewhere. The guns I don't care what they take. While setting up the minor settlements I arm them either at the main settlement and send them to the minor or arm them in the minor when I go there. I swap out the pipe guns with better and better legendary as I get them
but as for the guns they take. If there is a dead mob around the settler will grab the ammo and sometimes the gun. Then run to my gun stash and take a gun to fit the ammo they picked from the corpse.
For the most part my arming them is done gradually when something comes up. I do have a game where all settlements are maxed out and then some but I gave up trying to keep them in gear and guns.
Also: Settlers CAN die - but only if they were Synths I think. I believe the only reason they die is to show you they had plastic parts...
People keep saying that settlers can't die unless they are synths or you kill them but I lose them all the time from very higher level mobs.
I can't tell why sometimes. One: I accidently shoot one or the damage area from my weapon kills them, two: my companion kills them by mistake, three: a synth kills them.
I have been in help defend with mobs in measurement several skulls over my numb skull. These battles I tend to stand back and watch without firing. I have witnessed a settler fall over dead while being attacked alone by one of these mobs. I have seen my companion firing at a mob with no care what is in between and watched the companion kill a settler. I have also had synths kill a settler that had no component.
Somewhere in all these odd deaths that aren't supposed to happen a valid trigger had to have been set.
They'll die if you or your companion's the one that inflict damage. I threw a grenade on a bunch of enemies and settlers who were close together and three settlers lying dead along with a bunch of raiders.
Anyway, Each of my settlement has 4 settlers that I assign to a guard post. This I equipped with minigun, automatic assault rifles and .50 sniper rifles. I also equipped them in military fatigue, army helmet/dirty army helmet and a full suit of combat armor. Sometimes when the settlement under attack, I simply staying hidden somewhere out of the way and see how my armed settlers doing against enemy attack.
I build a crate at every bed ( looks right...). You could try to REMOVE every weapon from your Workbench, place an auto pipe and auto Shotgun in every container together with a few shotgun shells.
Then go about in the world, and when you get a message that this or that settlement is under attack just ignore or arrive late, and you will se that many settlers have grabbed weapons from the crates.
The first settler to arrive at the workbench to take something will likely grap all of the ammo and tons of weapons, leaving little to the rest. By having the same stuff in several crates you have higher chance of several settlers getting stuff. It can also be interesting to see what weapon they prefer by default.
BUT, the time you spend on putting weapons into crates, you might just as well ring the bell and give everyone the guns you want them to have.
And as always, the ONLY safe storage for your personal stuff is The Armour Diplay dummy.
Oh, and force Mama Murphy to quit drugs BEFORE you build her chair, then she will not ask for it and can have regular settler jobs. Give her a Minigun and assign her to defence. Hilarious to watch the old lady decimate attackers.
