Multiply the displayed ER by the total damage multiplier (location ones dont count) acting on your weapon. This will give the 'true' ER value that you can use to see what the real weakness is at that time.

Hmmmm. Thats the exact opposite of what I was thinking. I have heard about what you described. I am thinking about that there is some 'unfair' advantage when using a suppressor.
It is likely working as intended, so rather than being an exploit its more of an example of hilariously poor balance that may clear your bar for 'unfair'.

can almost one shot big tank type autobots from the dlc (chest shot) on hard settings. he will only have a little health left.
