He's also funny to talk to when you encounter him now and then. They did a good job with the facial expressions quite a few times in this game.

He's got that sense of otherworldly wonder, and there was this time I encountered him and a group of ghouls... it's almost like there's something wrong with him, and maybe he needs to be institutionalized for his own safety!

Just in case you're not aware of it yet ...
The quest might bug out if you decide to keep that first vial you go after.
BUT ... It's worth it to hand it over because there is more later on depending on your choices.
There are 7 vials of mysterious serum that you can grab down in the basement of the asylum while you're on the last leg of that quest fighting the raiders trying to let him out.
That's even if you let Jack kill his father.
1. There is a tray with 3 or 4 vials sitting pretty on one of the lab tables inside the containment area..
2. The rest you can take off the corpe of the raider leader after you kill them.

With the use of even 1 vial, you can run around the Glowing Sea naked for a while. But how many times are you going to go there?
I don't know how effective it would be during the Mass Fusion Quest, because I've read somewhere that no matter how much protection you have, if you go into that water .. you die nearly instantly.

Also, it's a good thing to remember that your choices are not irrevocable.
Make a "hard save" before you choose.
You can keep the serum and play it out to see where it goes from there.
If you don't like the outcome, just go back to the save and choose a different option.
