The Console Command "Kill" is one of the first things I tried. I also tried doing before and after setting him to essential myself, and then again after turning essential off again. Still nothing.
Unless you disable and use a console command to advance the quest.
I have never seen a mob become invulnerbale before, nor anyone posting mobs became invulnerable.
The only other thing I can think of is it is invulnerable until a certain stage is reached?
The good thing is becaus ethe quest is not finished you could try jumping back to previous stages?

Not sure which stage to jump back to because they are all out of order and looks like there is 3 different endings.
I think Bullet had some sort of invulnerability shield while delivering a dialogue, then after the dialogue is delivered it is removed. Somehow you got it out of order the first time I guess.
So yeah jsut write it off as a rare bad script processing I guess.
