Yea, I've noticed unfortunately. So repeating the questline in a different order still won't do anything?

This is one reason why in Survival disabling console commands on a Bugthesda game is not good.... The console is a game saver in many situations with their games. But modders fixed that too :)
Where should I be looking?

you can retoggle survival if its been toggled on and off once with some command, ive used it myself and it worked
I think the only times I had the quest work right
1) I avoided the location until the quest called for it
2) I got the quest line started in bunker hill
3) I immediately did the entire quest line without being distracted.
You could have given the serum to Degan because there is 7 more mysterious serums down in the basement of Parsons Asylum where you confront the raiders trying to relase Jack's father, Lorenzo.
You get the serums off of the raider leader and 3 more sitting pretty in a tray on a table.
If you help Jack, his father dies but you can get Lorenzo's jacket (+2 Charisma) and a MA surgical journal on a small table next to a bottle of liquor.
But, unless you use a console command considering the position you're in, you won't be able to complete that quest because Emogen is stuck upstairs in the Cabot house and you can't get to her.
Since you're in survival mode, console commands will be impossible.
When I went through that questline last time, I gave Degan the serum then went and got Emogene. But this time around, I let that preacher try to talk me into joining his cult. When he was finished with his ultimatum to me, I shot him in his face and took the key off his corpse. After dusting off the other "followers", I then let Emogen out.
I have the perfect save thank God and going to try the things you suggested because it's truly irking me.
Like I said, I'm gonna rush and do this quest over and over until I get something and if I have to I'll start modding this ♥♥♥♥. I really never understood the hate Bethesda got before Fallout 76 but man am I annoyed. I saw so many people complaining about this yet no effort was made to fix this. Thank God I have a save right before turning in Special Delivery.
I'll update to see if anything works so if anyone else who doesn't mod is on survival can do this. Wish me luck everyone
1. The quest bugged at lower levels.
2. Failing ANY speech check caused the bug.
Now for a solution to those playing survival who DO NOT use mods....
1. Lower the difficulty
2. Enter the consoles commands to correct the issue.
3. Enter the console command to ENABLE survival again (it has a flag counter.)
4. Switch back to survival.
Steps 2 and 3 have the console commands in THIS forum. Not going to do your searching for you.
I'm currently level 53 and my first time on it I failed no speech checks and did every one. This time i'm going to avoid speech checks and see what happens.
I think a lot of the bugs have to do with people skippign through the conversation on the second time or more and not hitting certain conversations fails to set the stage.
That whoel quest line is kinda @#$%ed because stages for the second one are set during the first one. The same for the third one being set during the second.
