Jetpack is everyone's favorite, probably, but it takes a good while to be able to create it. So, meanwhile, fun is where you build it!
It has jet packs built into the mod

Supposedly that mod aggros mobs, on the wikia pages it gets mentioned in several missions as setting enemies hostile against you before they were supposed to trigger, not sure if it's a bug or an effect of the helmet.
I have never, ever had anything aggro on me because I noticed them glowing red way before getting to them. Silliest thing I ever heard of. I only use vanilla and DLCs, no outside mods at all. That's a personal choice, by the way, but, in all the hours I've played, that helmet mod is my favorite, and it's never let me down. I'm also able to sneak just fine in my Power Armor just by crouching, with a few points in sneak and a few magazines. Not very authentic, I'm aware, but fun, anyway.
BUGS
The targeting HUD may cause some NPCs to become hostile when they are targeted, somtimes preventing progress in a related quest. Examples include Reunions, Galleria and Long Time Coming. Fixed in official patch 1.5
Seemingly they fixed it anyhoo.
Just be careful around your allies.
If you build your character and use items that boost ap regen or the amount you have it can be useable as long as you do not expect to say fly all they way up to an overpass from the ground or the prydwen without using the airport tower to assist in getting there then it can be usable. sometimes its the only way of finding hidden areas on certain roofs etc.
In fact if we use the air vents on the back of that corvega building as place to pause for ap regeneration we can go up the back of the building avoiding the hostiles at the front entrance or for getting the drop on them from the roof of the place.
