wtf is the beam emitter

im tryingto build a stabilized reflector platform for a quest but i cant find the beam emmiter to build it

They should be on the first page of build objects in workshop mode and should be built in the same settlement as the person you choose to build it for you. So if you selected Sturges of the Minutemen and he's in Sanctuary still then that is where you need to build it, or you have to temporarily send him to the location that you want it built and then go there and do it.

It doesn't matter where you build it though as it's only used once.
