Whichever settlement you sent it to should have had the population increase until it arrives and you visit the settlement. The game basically does a weird thing about buying dogs and brahmin and rescuing settlers the population count is wrong until you visit the settlement.
Tenpines is a dangerous area, it has a bunch of static spawns of bugs on one side and dogs on the other. Then throw in 2-3 random encounter locations near it. So yeah unless you escorted it up the hill it could have died.
Did you place a brahmin trough and wait to see if it showed up?

rofl.... it was only about 100 feet, maybe 150, kelly was off the side of the cliff thats to the west of tenpines, down in that ravine by the deserted house that has raiders spawn near it
